Benefit Plan Central is an Internet-based package that will allow the complete administration of all types of insurance, health plans and multiple benefits.The product has been designed as either a Client/Server application under Windows or an ASP model able to transmit and operate fully over the Internet.

Back Ground:

IAn original Benefits Tracking Program was custom written by Medical Central Online for the Municipals Employees Association (MEA), the Union that represents the city employees to the city of San Diego . 

The City of San Diego had basically a paper system for employee benefits. Because of the additional paperwork, they had no interest in offering their employees additional services like, car phones, pagers, health club memberships, etc.

Furthermore, the municipality wanted to reduce their overall costs of employee health care management. Healthcare administrative fees alone amounted to over $400,000 per year.

MEA agreed to perform this service to the City of San Diego free of charge.

MEA makes their money in many ways. One is through dues. The other is through negotiated discounts or service fees from the providers (the ones who provide services to MEA members).The reason that MEA decided to have this custom application written is because there was no solution in the marketplace.  Today, three years later, the solution that Medical Central has developed is still the only solution.
